The COVID-19 pandemic is considered a global disaster that affects all areas of the world; however, it is also seen as a motivation for domestic and foreign scientists to focus on researching solutions to reduce its damage. This article aims to explore the correlation of scientific publications of countries in Southeast Asia, among research fields in Vietnam and among topics published by Vietnamese educational institutions in the context of a pandemic. 1392 Southeast Asian countries’ publications related to COVID-19 were referenced (...) from the Scopus database, including 123 articles from Vietnam (up to August 27th, 2020). Statistics show that Vietnam ranks fifth in the number of scientific publications with research cooperation of researchers from 20 different countries. Regarding the research fields of Vietnam, medicine is the main research topic, social science ranks third following environmental science. In the field of social science, articles focus on four key topics: epidemic prevention, reduction of pandemic effects on life and socioeconomics, factors related to online learning of students, healthcare for the elderly. From the analysis results, the authors recommend that researchers should pay attention to other topics in the social sciences that have not been published, such as psychological effects of infected or suspected nCovi, the impact of COVID-19 to disadvantaged groups in society... Meandering Sobriety- one among a few "to be read wholly, and with diligence and attention.".

Starting with the first international publication of Le Van Thiem (Lê Văn Thiêm) in 1947, modern mathematics in Vietnam is a longstanding research field. However, what is known about its development usually comes from discrete essays such as anecdotes or interviews of renowned mathematicians. We introduce SciMath—a database on publications of Vietnamese mathematicians. To ensure this database covers as many publications as possible, data entries are manually collected from scientists’ publication records, journals’ websites, universities, and research institutions. Collected data went (...) through various verification steps to ensure data quality and minimize errors. At the time of this report, the database covered 8372 publications, profiles of 1566 Vietnamese, and 1492 foreign authors since 1947. We found a growing capability in mathematics research in Vietnam in various aspects: scientific output, publications on influential journals, or collaboration. The database and preliminary results were presented to the Scientific Council of Vietnam Institute for Advanced Study in Mathematics (VIASM) on November 13th, 2020. (shrink)

The purpose of this paper is to empirically explore how the balance use of performance measurement systems mediate the effects of intellectual capital dimensions including human, organizational and social capital on firm performance. The data were collected from a survey of 448 Vietnamese managers of Information and Communication Technology Sector and proposed hypotheses were tested by using partial least squares regression and a structural modeling technique which is appropriate for highly complex predictive models. Findings from hypotheses tests indicated that firms (...) with higher level of intellectual capital dimensions place a premium on the balance use of performance measurement systems in a diagnostic and interactive style. Bribing doctors for preferential treatment is rampant in the healthcare system of developing countries like Vietnam. Although bribery raises the out-of-pocket expenditures of patients, it is so common to be deemed an “envelope culture.” Given the little understanding of the underlying mechanism of the culture, this study employed the mindsponge theory for reasoning the mental processes of both patients and doctors for why they embrace the “envelope culture” and used the Bayesian Mindsponge Framework (BMF) analytics to validate our reasoning. Analyzing (...) responses from 1042 Vietnamese patients, we discovered that bribing doctors can help patients reduce the destitution risk induced by treatment. Such effect of doctor bribery remains consistent among patients that have to pay high daily costs (e.g., accommodation and subsistence fees) regardless of their employment status. Nevertheless, for patients with no or unstable jobs, their risks of destitution increase if they have to pay more thank-you money. These findings suggest that doctor bribery is an adaptive strategy for patients in an environment where the healthcare supply cannot meet the actual demand. Moreover, healthcare equity is greatly exacerbated due to the envelope culture, as vulnerable individuals are exposed to a greater threat of poverty. At the same time, those with good economic conditions get preferential treatment by paying a higher amount of thank-you money. Healthcare workers’ ethics must be the top priority for an equitable and proper healthcare system. (shrink)

This series of short essays aims to describe several conspicuous and well-known examples of such networks, ranging from the Japanese financial keiretsu to the bamboo network in Southeast Asia, from the four big families of Hongkong to more than 5.2 million household-based businesses in Vietnam.

This paper presents the joint journeys, from the East to the West, of three emerging educators, who reflect on their lived experiences in an Asian educational context and their shaped identities through a connection between the motherland and the places to which they immigrated. They have grounded their identities in the inequities they experienced in Asian education and described their experiences through a cultural and social lens as Asian teachers studying in Canadian institutions. They story their lived experiences by using (...) a Photo-voice research method to elicit the narratives of their East-to-West transcultural journeys. The major finding is the reconstructed identity of each of the researchers. The data collected through ‘Photo-voice’ sheds light on the influence on teachers’ mindset of the Three Teachings or Religions—Buddhism, Confucianism, and Taoism — across Asia on teachers' mindset, which are seen to cause inequities among the marginalized. The purpose of this research is an attempt by the authors, who have immersed themselves in each other’s journeys, to discuss how they have reformed their educator identities in a Canadian educational context in which equity, diversity, and inclusion are acknowledged. Working in academia is challenging, even more so for those with limited resources and opportunities. Researchers around the world do not have equal working conditions. The paper presents the structure, operation method, and conceptual framework of the SM3D Portal's community coaching method, which is built to help Early Career Researchers (ECRs) and researchers in low-resource settings overcome the obstacle of inequality and start their career progress. The community coaching method is envisioned by three science philosophies (cost-effectiveness, transparency spirit, and proactive (...) attitude) and established and operated based on the Serendipity-Mindsponge-3D knowledge (SM3D) management framework (i.e., mindsponge thinking and Bayesian Mindsponge Framework analytics serve as the coaching program's foundational theory and analytical tools). The coaching method also embraces Open Science's values for lowering the cost of doing science and encouraging the trainees to be transparent, which is expected to facilitate the self-correcting mechanism of science through open data, open review, and open dialogue. Throughout the training process, members are central beneficiaries by gaining research knowledge and skills, acquiring publication as the training's product, and shifting their mindsets from “I can't do it” to “I can do it,” and at the same time transforming a mentee to be ready for a future mentor's role. Entrepreneurship plays an indispensable role in the economic development and poverty reduction of emerging economies like Vietnam. The rapid development of technologies during the Fourth Industrial Revolution (Industry 4.0) has a significant impact on business in every field, especially in the innovation-focused area of entrepreneurship. However, the topic of entrepreneurial activities with technology applications in Vietnam is under-researched. In addition, the body of literature regarding entrepreneurial finance tends to focus on advanced economies, while mostly neglecting the contextual differences in developing (...) nations. Therefore, this research contributes to these topics by investigating the main characteristics of a high potential market for entrepreneurs in Vietnam, which is the English language training market (ELTM). It also aims at indicating the impacts of technology on the entrepreneurial firms within this market, with an emphasis on financing sources. To answer the research questions, this study employs a qualitative analysis and conducts 12 in-depth, semi-structured interviews with entrepreneurs and researchers in the field. The key findings in our study highlight the main contributing factors to the growth of the market, both universally and context-specific for a developing nation like Vietnam. It also lists the leaders in each market segment and the industry’s potential profit margin. The results also show that most entrepreneurs in the ELTM utilized private sources of finance rather than external ones, such as bank loans. It again confirms the idea from previous works that even with the rapid development of the economic and technological landscape, entrepreneurial activities in general barely benefit from additional sources of funding. However, it also points out the distinct characteristics of the ELTM that may influence these financing issues; for example, English training services usually collect revenues from customers before delivering their classes. This is of advantage for entrepreneurs in this area and helps significantly reduce the financial barriers. These findings, which are among the first attempts to contribute to a better understanding of entrepreneurial opportunities in the Industry 4.0 in Vietnam, provide valuable insights for policymakers and entrepreneurs, as well as investors. Creativity is a crucial aspect of entrepreneurship. However, research on the information processing mechanism of creativity in relation to entrepreneurship is still very limited. To explore factors contributing to creativity performance among entrepreneurs in terms of information processing, we applied the Bayesian Mindsponge Framework. We used the Serendipity-Mindsponge-3D (SM3D) knowledge management theory to construct models and conducted Bayesian analysis on the most comprehensive and well-designed dataset of 3071 Vietnamese entrepreneurs up to date. We found that entrepreneurs who give more time (...) to their startup attempts are likely to have lower levels of creativity. Both factors of higher levels of knowledge within one’s discipline and better connections to out-of-discipline knowledge are positively associated with more creativity. While the effect of openmindedness on the relationship between within-discipline knowledge and creativity is unclear, openmindedness was found to have a positive moderating effect on the association between out-of-discipline knowledge and creativity. These findings support entrepreneurs in understanding the information processing mechanisms behind creativity for creating more effective knowledge management strategies. (shrink)

Humankind is facing many existential global problems that require international and transgenerational efforts to be solved. Preparing our next generation with sufficient knowledge and skills to deal with such problems is imperative. Fortunately, the digital environment provides foundational conditions for children’s and adolescents’ exploration and self-learning, which might help them cultivate the necessary knowledge and skills for future survival. We conducted the Bayesian Mindsponge Framework (BMF) analytics on a dataset of 2069 students from 54 Vietnamese elementary, secondary, and high schools (...) to test this presumption. The results showed that students with higher digital literacy are more curious and have better knowledge regarding global issues (i.e., climate change, disease, overpopulation, aging, etc.). Students’ curiosity also mediates the relationship between digital literacy and global issues knowledge. Based on these findings, we argue that digital explorative space is essential for digital natives’ education for survival, individually (i.e., for future employment requirements) and socially (i.e., for making informed decisions and creating innovations that can be helpful to society). Children’s and adolescents’ exposure to digital explorative space should be promoted to improve their digital literacy rather than prohibition. During the exploration, emotional intelligence is critical in mitigating existential risks, or threats, to digital natives to navigate and overcome chaotic processes occurring in unchartered waters in the virtual world. Since the outbreak of the Coronavirus disease 2019 (Covid-19), tremendous efforts have been made by scientists, health professionals, business people, politicians, and laypeople around the world. Covid-19 vaccines are one of the most crucial innovations that help fight against the virus. This paper attempts to revisit the Covid-19 vaccines production process by employing the serendipity-mindsponge-3D creativity management theory. Vaccine production can be considered an information process and classified into three main stages. The first stage involved the processes of absorbing information (...) (e.g., digital data and open science) and rejecting unhelpful information (e.g., misinformation and fake news) for effectively acquiring useful insights. Useful insights were later employed by experts, enterprises, governments, and international organizations through interdisciplinary coordinated efforts for developing vaccines within a short period. Finally, the appearance of multiple types of vaccines enabled more strategic options for vaccine distribution and administration. Findings from this vaccine creativity management process could be used as critical lessons for further improvements of vaccination programs. (shrink)

Video gaming has been rising rapidly to become one of the primary entertainment media, especially during the COVID-19 pandemic. Playing video games has been reported to associate with many psychological and behavioral traits. However, little is known about the connections between game players' behaviors in the virtual environment and environmental perceptions. Thus, the current data set offers valuable resources regarding environmental worldviews and behaviors in the virtual world of 640 Animal Crossing: New Horizons (ACNH) game players from 29 countries around (...) the globe. The data set consists of six major categories: 1) socio-demographic profile, 2) COVID-19 concern, 3) environmental perception, 4) game-playing habit, 5) in-game behavior, and 6) game-playing feeling. By making this data set open, we aim to provide policymakers, game producers, and researchers with valuable resources for understanding the interactions between behaviors in the virtual world and environmental perceptions, which could help produce video games in compliance with the United Nations (UN) Sustainable Development Goals. Với đặc thù là một tỉnh nông nghiệp, việc chuyển dịch cơ cấu nông, lâm, thủy sản (...) theo hướng nâng cao giá trị gia tăng, phát triển bền vững là một nhiệm vụ quan trọng nhằm thúc đẩy ngành nông, lâm, thủy sản phát triển. Background: The COVID-19 pandemic, alongside the restrictive measures implemented for its control, may considerably affect people’s lives particularly vulnerable persons such as children, elderly and people with underlying diseases. This study aimed to assess the well-being of Vietnamese people after COVID-19 lockdown measures were lifted and life gradually returned to normal in Vietnam. Methods: An online survey was organized from 21 st to 25 th April 2020 among Vietnamese residents aged 18 and over. Data were collected concerning the participants’ health (...) status, COVID-19 preventive behaviour, and consequences of the preventive measures. The WHO-5 Well-Being Index was used to score participants’ well-being. Results: A total of 1922 responses were analyzed (mean age was 31 years; range: 18-76). Factors associated with a high well-being score included older age, eating healthy food, practising physical exercise, working from home, and adherence to the COVID-19 preventive measures. Female participants, persons worried about their relatives’ health, and smokers were more likely to have a low well-being score. Conclusions: The Vietnamese people continued to follow COVID-19 preventive measures even after the lockdown was lifted. Most respondents scored high on the well-being scale. However, the emergence of a new COVID-19 outbreak with an epicenter in Da Nang city is expected to increase public anxiety and mental health problems. It is clear that together with preventive measures, developing strategies to guarantee the well-being of the Vietnamese people’s is equally important. (shrink)

Sợ hãi là một trong những cảm xúc phổ biến nhất ảnh hưởng đến hành vi của nhà đầu tư cá nhân trên thị trường chứng khoán. Mặc dù nhiều nghiên cứu đã được thực hiện để khám phá tác động của nỗi sợ hãi đối với hiệu quả đầu tư và hành vi giao dịch của nhà đầu tư cá (...) nhân, nhưng vẫn còn rất ít thông tin về các yếu tố ảnh hưởng đến nỗi sợ hãi của nhà đầu tư cá nhân trong thời kỳ thị trường sụt giảm (hoặc những giai đoạn cực kỳ biến động). Vì thế, nghiên cứu này được thực hiện để tìm hiểu liệu các nguồn thông tin ảnh hưởng đến quyết định đầu tư của nhà đầu tư có ảnh hưởng đến sự sợ hãi của họ khi khủng hoảng xảy ra hay không. Nghiên cứu đã sử dụng phương pháp phân tích Bayesian Mindsponge Framework (BMF) trên bộ dữ liệu từ 1526 nhà đầu tư Trung Quốc và Việt Nam. Kết quả nghiên cứu chỉ ra rằng các nhà đầu tư tiếp cận các loại thông tin khác nhau khi đưa ra quyết định đầu tư sẽ ảnh hưởng đến tần suất phản ứng sợ hãi khác nhau. Cụ thể, các nhà đầu tư tham khảo thông tin từ chuyên gia hoặc tự phân tích khi đưa ra quyết định đầu tư ít bị đóng băng (biểu hiện của tâm lý sợ hãi) hơn trong thời kỳ thị trường sụt giảm. Ngược lại, những người đưa ra quyết định đầu tư dựa trên thông tin từ người quen hay bạn bè và trực giác sẽ bị đóng băng thường xuyên hơn. Kết quả nghiên cứu này giúp gợi ý nhà đầu tư cá nhân nên trang bị cho mình các kiến thức về tài chính cũng như tham khảo các ý kiến chuyên gia trên thị trường, hoặc những nguồn thông tin đáng tin cậy, khi đưa ra quyết định đầu tư. Bên cạnh đó, cơ quan quản lý thị trường cần có hoạt động phổ cập kiến thức về thị trường chứng khoán, hạn chế ảnh hưởng của các kênh thông tin không chính thống, và khuyến khích nhà đầu tư ít kinh nghiệm mua chứng chỉ quỹ của các quỹ đầu tư. Ngược lại, những người đưa ra quyết định đầu tư dựa trên thông tin từ người quen hay bạn bè và trực giác sẽ bị đóng băng thường xuyên hơn. -/- [English Abstract] This study was conducted to explore whether the sources of information priority during decision-making contribute to their fear reactions during crises. The research utilized the Bayesian Mindsponge Framework (BMF) analytics on data collected from 1,526 investors in China and Vietnam. The study results indicated that investors prioritizing different types of information when making investment decisions would have different frequency of fear reactions. Specifically, investors who prioritized information from experts or conducted self-analysis when making investment decisions experienced less freezing (an expression of psychological fear) during market downturns. Conversely, those who based their investment decisions on information from acquaintances, friends, and intuition tended to experience freezing more frequently. (shrink)

United Nations’ Sustainable Development Goals 4 Quality Education has highlighted major challenges for all nations to ensure inclusive and equitable quality access to education, facilities for children, and young adults. The SDG4 is even more important for developing nations as receiving proper education or vocational training, especially in science and technology, means a foundational step in improving other aspects of their citizens’ lives. However, the extant scientific literature about STEM education still lacks focus on developing countries, even more so in (...) the rural area. Using a dataset of 4967 observations of junior high school students from a rural area in a transition economy, the article employs the Bayesian approach to identify the interaction between gender, socioeconomic status, and students’ STEM academic achievements. The results report gender has little association with STEM academic achievements; however, female students (αa_Sex[2] = 2.83) appear to have achieved better results than their male counterparts (αa_Sex[1] = 2.68). Families with better economic status, parents with a high level of education (βb(EduMot) = 0.07), or non-manual jobs (αa_SexPJ[4] = 3.25) are found to be correlated with better study results. On the contrary, students with zero (βb(OnlyChi) = -0.14) or more than two siblings (βb(NumberofChi) = -0.01) are correlated with lower study results compared to those with only one sibling. These results imply the importance of providing women with opportunities for better education. Policymakers should also consider maintaining family size so the parents can provide their resources to each child equally. (shrink)

The global water crisis is being exacerbated by climate change, even in the United States. Recycled water is a feasible alternative to alleviate the water shortage, but it is constrained by humans’ perceptions. The current study examines how residents’ water scarcity awareness and climate change belief influence their willingness to use recycled water directly and indirectly. Bayesian Mindsponge Framework (BMF) analytics was employed on a dataset of 1831 residents in Albuquerque, New Mexico, an arid inland region in the US. We (...) discovered that residents’ willingness to use direct recycled potable water is positively affected by their awareness of water scarcity, but the effect is conditional on their belief in the impacts of climate change on the water cycle. Meanwhile, the willingness to use indirect recycled potable water is influenced by water scarcity awareness, and the belief in climate change further enhances this effect. These findings implicate that fighting climate change denialism and informing the public of the water scarcity situation in the region can contribute to the effectiveness and sustainability of long-term water conservation and climate change alleviation efforts. Homework effectiveness has long been a controversial issue for many educators, schools, and parents. Many researchers have tried to prove that homework is not just a nuisance we all have to face throughout the years but really can build character and good for students, like teachers and parents typically say. This bibliometrics review studied 429 documents related to homework in education from the Clarivate Web of Science from 1977 to 2020. This study aims to record the volume, growth pattern of (...) homework literature and identify critical authors, publications, and topics of this knowledge base. The review found that the homework literature has grown remarkably over the past 43 years, with the most cited authors are from the US, Germany, and Portugal. Using co-citation, co-occurrence and bibliographic coupling analysis from the VOSviewer program, this research also indicated significant results and suggestions for future research. The findings showed that homework literature increased gradually in volume, with the most publications originated in the USA, and critical authors were Cooper, Xu, and Trautwein. Additionally, five common research topics were illustrated, namely the effect of homework and its measurement, homework environment, homework tasks and feedback, family involvement in homework, and time and effort. As a generation of ‘digital natives,’ secondary students who were born from 2002 to 2010 have various approaches to acquiring digital knowledge. Digital literacy and resilience are crucial for them to navigate the digital world as much as the real world; however, these remain under-researched subjects, especially in developing countries. In Vietnam, the education system has put considerable effort into teaching students these skills to promote quality education as part of the United Nations-defined Sustainable Development Goal 4 (SDG4). This issue (...) has proven especially salient amid the COVID−19 pandemic lockdowns, which had obliged most schools to switch to online forms of teaching. This study, which utilizes a dataset of 1061 Vietnamese students taken from the United Nations Educational, Scientific, and Cultural Organization (UNESCO)’s “Digital Kids Asia Pacific (DKAP)” project, employs Bayesian statistics to explore the relationship between the students’ background and their digital abilities. Results show that economic status and parents’ level of education are positively correlated with digital literacy. Students from urban schools have only a slightly higher level of digital literacy than their rural counterparts, suggesting that school location may not be a defining explanatory element in the variation of digital literacy and resilience among Vietnamese students. Students’ digital literacy and, especially resilience, also have associations with their gender. Moreover, as students are digitally literate, they are more likely to be digitally resilient. Following SDG4, i.e., Quality Education, it is advisable for schools, and especially parents, to seriously invest in creating a safe, educational environment to enhance digital literacy among students. Những năm qua, tỉnh Quảng Bình phải đối mặt với nhiều khó khăn, thách thức như ảnh hưởng của thiên tai, dịch bệnh, sự cố môi trường biển, lạm phát kinh tế, đầu tư công thắt chặt. Tuy nhiên, tỉnh Quảng Bình đã có những chiến lược phát triển kinh tế hiệu hiệu quả, cơ cấu kinh tế có sự chuyển dịch đúng hướng. Với đặc thù là một tỉnh nông nghiệp, việc chuyển dịch cơ cấu nông, lâm, thủy sản (...) theo hướng nâng cao giá trị gia tăng, phát triển bền vững là một nhiệm vụ quan trọng nhằm thúc đẩy ngành nông, lâm, thủy sản phát triển. Bài viết này tập trung phân tích quá trình chuyển dịch cơ cấu nông, lâm, thủy sản theo ngành ở tỉnh Quảng Bình từ đó đưa ra một số giải pháp thúc đẩy ngành nông nghiệp phát triển theo hướng bền vững trong tương lai. Vietnam, with a geographical proximity and a high volume of trade with China, was the first country to record an outbreak of the new Coronavirus disease (COVID-19), caused by the Severe Acute Respiratory Syndrome Coronavirus 2 or SARS-CoV-2. While the country was expected to have a high risk of transmission, as of April 4, 2020—in comparison to attempts to contain the disease around the world—responses from Vietnam are being seen as prompt and effective in protecting the interests of its citizens, (...) with 239 confirmed cases and no fatalities. This study analyzes the situation in terms of Vietnam’s policy response, social media and science journalism. A self-made web crawl engine was used to scan and collect official media news related to COVID-19 between the beginning of January and April 4, yielding a comprehensive dataset of 14,952 news items. The findings shed light on how Vietnam—despite being under-resourced—has demonstrated political readiness to combat the emerging pandemic since the earliest days. Timely communication on any developments of the outbreak from the government and the media, combined with up-to-date research on the new virus by the Vietnamese science community, have altogether provided reliable sources of information. By emphasizing the need for immediate and genuine cooperation between government, civil society and private individuals, the case study offers valuable lessons for other nations concerning not only the concurrent fight against the COVID-19 pandemic but also the overall responses to a public health crisis. Xây dựng một hệ thống (...) các giá trị văn hóa có tính toàn cầu đối với vấn đề bảo vệ môi trường sinh thái, làm cho mọi quốc gia, mọi người hiểu và đánh giá đúng về vai trò của các giá trị văn hóa, đó là yếu tố quyết định thái độ và hành vi ứng xử của con người với môi trường và xã hội nhằm giữ vững một hệ sinh thái cân bằng và bền vững cho tương lai. Các thông tin tóm lược ở đây được dẫn chiếu tới một số nhỏ các tài liệu tham khảo chính và không (...) thể đảm bảo tính trọn vẹn trong khuôn khổ một bài báo nhỏ. Những vấn đề đặt ra có tính tổng quát cho quan hệ môi sinh với việc khai khoáng, tách và tinh chế nickel nói chung trên thế giới. Vì thế, có thể thông tin trong bài không hoàn toàn trùng khớp với tình hình cụ thể của một địa phương trên trái đất, do đặc điểm địa lý, địa chất và kinh tế-công nghệ khác biệt. Với 9 tỷ cư dân Trái Đất vào năm 2030, đảm bảo protein là một công việc khó khăn. Đồng thời, việc chăn nuôi gia súc lấy thịt cũng trở nên thách thức do làm gia tăng khí nhà kính trong khí quyển. Do đó, gần đây, các thông tin quốc tế về ăn côn trùng như nguồn dinh dưỡng ngày càng nhiều hơn. Ăn côn trùng không lạ ở Việt Nam. Cà cuống hay bò cạp ngày nay là các (...) món đặc sản, đắt tiền. Nhưng bình dân hơn như dế và châu chấu cũng không còn là món dễ kiếm nữa. Tuy vậy, ở bình diện quốc tế, ăn côn trùng là cả một mặt trận truyền thông, ở đó, thông tin đôi khi trái chiều và xu hướng ăn côn trùng như thực phẩm chưa hình thành. (shrink)

Năm 2023 là năm cực kỳ khó khăn đối với kinh tế toàn cầu, khi mà các nước áp dụng các chính sách thắt chặt tiền tệ, các bất ổn thương mại do ảnh hưởng từ cuộc chiến kéo dài ở Ukraine và cuộc xung đột Israel-Hamas, và áp lực do biến đổi khí hậu. Khởi đầu 2023 đầy khó khăn, kinh tế Việt Nam tăng trưởng với tốc độ 3,41% vào Quý I, sau đó tăng trưởng tích cực ở (...) các Quý tiếp theo. Đến Quý IV, tốc độ tăng trưởng ước tính tăng lên mức 6,72%, khiến cho tốc độ tăng trưởng cả năm 2023 ước tính đạt 5,05%. Mặc dù không đạt mục tiêu 6,5% đề ra tại Kế hoạch phát triển kinh tế – xã hội năm 2023 và Nghị quyết 01/NQ-CP của Chính phủ, nhưng đây là một thành tích rất đáng khích lệ cho một năm đầy biến động khó lường trên trường quốc tế. Dựa trên tóm lược tình hình kinh tế – xã hội được cung cấp trên Cổng Thông tin Điện tử Chính phủ, tôi cho rằng các điểm sau là các yếu tố quan trọng góp phần vào sự tăng trưởng ổn định và vững vàng trong năm 2023 của Việt Nam. Vì thế, chúng ta đều có nhu cầu tích hợp và sử dụng các thông tin khoa học cho các cân nhắc quan trọng, ví dụ như những quyết định về chăm sóc y tế, an toàn thực phẩm, đầu tư, sáng tạo, và biến đổi khí hậu. Truyền thông khoa học là việc cực kỳ quan trọng (...) vì nó giúp chuyển hóa các kết quả nghiên cứu khoa học (thông tin đã được phần nào kiểm chứng thông qua quá trình đánh giá nghiêm ngặt) thành một phần của kiến thức tập thể được ứng dụng trong cuộc sống hàng ngày. Thậm chí, một số nhà nghiên cứu cho rằng tác động của biến đổi khí hậu toàn cầu đối với an ninh quốc tế có thể mang tính lịch sử, thách thức (...) hơn những mối đe dọa toàn cầu trước đây như phổ biến vũ khí hạt nhân, Đại suy thoái và khủng bố. Năm 2023 là năm cực kỳ thách thức cho hầu hết mọi người, bao gồm đội ngũ chúng tôi. Sự khó khăn của năm 2023 tạo ra một bầu không khí đầy hỗn loạn, bế tắc, và bất ổn. Trong bầu không khí này, hoàn thành được việc thôi đã là một niềm vui to lớn. Chính vì thế, đội ngũ chúng tôi đã nhất quán với tôn chỉ: định tâm tạo ra các sản phẩm suy nghĩ hay, có giá (...) trị, không phân tán và sao nhãn vào các việc khác. Cũng nhờ vào tôn chỉ này mà chúng tôi đã hoàn thành được một số sản phẩm sắc nét và mang đậm dấu ấn của hệ sinh thái tư duy “nhà trồng” với tinh thần sảng khoái và phóng khoáng của ông Bói cá. Vào thời kỳ khai sáng, để trao đổi ý tưởng khoa học, các nhà triết học và sử học tự nhiên thường xuất bản chung một quyển sách và viết thư cho nhau. Điều này tạo tiền đề cho việc thành lập các hội và các tạp chí khoa học đầu tiên trên thế giới. Các hội học thuật bao gồm Viện Hàn lâm Khoa học Leopoldina (năm 1652), Hội Hoàng gia Luân Đôn (1660), và Học viện Khoa học (...) Pháp (1666). Tạp chí khoa học đầu tiên là Journal des sçavans (tháng 01/1665) và ngay sau đấy là Philosophical Transactions of The Royal Society (tháng 03/1665). Việc xuất hiện các tạp chí học thuật có thể xem như là kết quả của một quá trình “tiến hóa”, trong đó giới khoa học cố gắng tìm cách cải thiện hiệu suất và hiệu quả của việc lưu thông và trao đổi các thông tin khoa học. Tuy nhiên, khi số lượng thông tin tăng nhanh chóng, việc đảm bảo chất lượng là một trong những ưu tiên hàng đầu của giới khoa học. Nhu cầu này dẫn đến sự xuất hiện của hệ thống bình duyệt và gần đây là cơ chế rút bài báo khoa học. (shrink)

Trong một số mới xuất bản của PNAS (Viện hàn lâm khoa học Hoa Kỳ), các nhà nghiên cứu thuộc Florida Atlantic University đã công bố một nghiên cứu công phu, phát hiện thời điểm trỗi dậy của “cái biết có ý thức” (conscious awareness), một ý niệm rất quan trọng đối với quá trình nhận thức và phát triển ý thức của con người. Một ý nghĩa rất sâu sắc của kết quả nghiên cứu này có liên quan tới (...) thế giới tự nhiên, đa dạng sinh thái, và thời gian con người có thể trở nên khỏe mạnh tinh thần khi sống giữa thiên nhiên, tới mức tác giả Weir viết trên Monitor on Psychology [6]: “Thậm chí chỉ âm thanh của tự nhiên cũng có tính chất phục hồi sinh lực”. Như thế, những nỗ lực của con người bảo tồn không gian thiên nhiên, môi sinh và sự đa dạng sinh học, kiểu hình sự sống, cũng chính là bảo tồn nguồn gốc nhận thức, trí khôn, tiếp cận xử lý thông tin, mà những bạn trẻ 3 tháng tuổi trong nghiên cứu đã giúp chúng ta dần hiểu ra. Khi những thông tin từ môi trường được tiếp nhận, xây dựng, lưu trữ, và mở rộng thành các phạm vi ảnh hưởng chủ quan (subjective sphere of influence) trong tâm trí, nó sẽ giúp ta thực hiện các suy nghĩ và hành động có nhận thức rõ ràng, chuẩn xác, và hiệu quả hơn. Đây có lẽ cũng là cách chúng ta học hỏi và xây dựng hệ văn hóa, cũng như tiếp nhận tri thức và tạo ra sự đổi mới sáng tạo trong các khía cạnh của cuộc sống, cụ thể là khoa học công nghệ. Cho nên giá trị thật của không gian thiên nhiên, môi sinh và sự đa dạng sinh học, kiểu hình sự sống rõ ràng không thể nào chỉ tương đương với các món “khoái khẩu” hoặc là doanh số bán vé, thu dịch vụ khách tham quan tại các khu vực bảo tồn được. Trong 30 năm qua, đặc biệt là những năm gần đây, Việt Nam đã tận dụng thời cơ, thuận lợi, vượt qua nhiều khó khăn; thách thức, thực hiện phát triển bền vững đất nước và đã đạt được những thành tựu to lớn, có ý nghĩa lịch sử. Đất nước đã ra khỏi tình trạng kém phát triển, kinh tế tăng trưởng khá nhanh, đời sống vật chất và tinh thần của người dân được cải thiện. Vị thế của (...) Việt Nam trên trường quốc tế được nâng cao, tạo ra những tiền đề quan trọng để phát triển nhanh, bền vững, nâng cao chất lượng cuộc sống của nhân dân. Tuy nhiên, trong giai đoạn hiện nay, phát triển bền vững Việt Nam đang đứng trước nhiều khó khăn, thách thức lớn có tính chất toàn cầu (khủng hoảng tài chính, năng lượng, vấn đề an ninh lương thực, biến đổi khí hậu,...) cũng như những khó khăn, thách thức chủ quan khác của đất nước (thành tựu đạt được chưa tương xứng với tiềm năng; chất lượng, năng suất, hiệu quả, sức cạnh tranh của nền kinh tế còn thấp; tăng trưởng kinh tế còn dựa nhiều vào các yếu tố phát triển theo chiều rộng, chậm chuyển sang phát triển theo chiều sâu; việc khai thác và sử dụng tài nguyên chưa thật hợp lý và tiết kiệm; các cân đối kinh tế vĩ mô chưa thật vững chắc, bội chi ngân sách, thâm hụt cán cân thương mại còn lớn, lạm phát còn cao; môi trường sinh thái ở nhiều nơi bị ô nhiễm nặng,...). Hoạt động môi trường đóng vai trò quan trọng trong việc tăng cường nhận thức về biến đổi khí hậu và các vấn đề môi trường, đặc biệt là trong thời gian gần đây khi biến đổi khí hậu và khủng hoảng sinh thái ngày càng trở nên nghiêm trọng hơn. Sự đam mê và cam kết của các nhà hoạt động môi trường là rất đáng ghi nhận. Tuy nhiên, đôi khi trong một số trường hợp, sự nhiệt thành (...) của họ có thể dẫn đến những hành động không chỉ làm giảm đi giá trị của mục tiêu lớn hơn, mà còn tạo cảm giác xa lánh đối với những người họ muốn thuyết phục. Trong nhiều biện pháp chống biến đổi khí hậu thế giới đang nghiên cứu và áp dụng, không phải lúc nào cũng là những thứ tối tân, hiện đại và lớn lao kỳ vĩ. Có những biện pháp thuộc về cải tiến phương thức nuôi trồng, và thực tế đã cho thấy, hiệu quả đo đếm được, bằng những tín chỉ có khả năng quy đổi thành giá trị tiền tệ thông qua mậu dịch carbon. Hiệu quả này có thể (...) xem như vế số 1 của mệnh đề nguyên lý trao đổi giá trị môi sinh-tiền tệ, trường hợp tạo ra thặng dư sinh thái. Bài viết này đề cập tới một trường hợp tiêu biểu của thế giới, và xem xét cơ sở khoa học của nguyên lý vận hành, trực tiếp liên quan. Lĩnh vực tín dụng cá nhân tuy có nhiều tiềm năng và tạo cho các ngân hàng có nguồn thu bền vững trong dài hạn nhưng hoạt động này hàm chứa nhiều rủi ro mà các ngân hàng càng quan tâm, đặc biệt trong sô' đó là rủi do không thể trả nỢ, đứng ở 2 khía cạnh là sô' nợ gôc và thời hạn trả nợ. Sẽ rất nguy hiểm nếu trong thời kỳ hiện nay ngân hàng tiếp tục (...) bổ sung vào khối lượng nợ xấu của mình từ rủi ro tín dụng cá nhân khi lượng nợ xấu từ khách hàng doanh nghiệp vẫn chưa thể xử lý được. Do đó, có thể nhận thấy trong thời điểm hiện nay cùng với sự tăng trưởng của tín dụng thì việc nhận diện và đo lường rủi ro tín dụng trở thành việc làm cấp bách. (shrink)
